- dnsmasq:
- allow listening to all interfaces again to serve DHCP leases
- disable most of the default DHCP options, keep broadcast and
netmask because when dnsmasq can infer these they are better
than breaking networking for clients -- note, they can still
be overridden from global/subnet/host scope -- and for relay
setups they need to be supplied anyway
- confd:
- drop per-interface dnsmasq, although practical for many use-cases,
having a per-subnet focused server means improved integration with
future stand-alone dhcp relay setup
- implement suggested, simplified, yang model

Even though dnsmasq only listened to requests from 127.0.0.1, port 53
was visible using nmap. We only use dnsmasq as a local resolver, so
we can safely change the config to bind to loopback instead, and at
the same time get less noise from nmap scans.

This commit adds multi-nameserver support using openresolv (resolvconf)
and dnsmasq. This means that a DHCP client (dhcpcd) or VPN client can
be providers of nameservers to the system. Dnsmasq takes over as the
system resolver, except when the user has set up static configuration.
Static nameserver(s), as well as search and options, are always added
first by openresolv to /etc/resolv.conf.
