Bump sysrepo, netopeer,libyang and libnetconf2
A lot of changes in sysrepo, required to add extra patches (bugfixes) to sysrepo,
sysrepo-cpp and rousette.

Bump rousette to latest GIT hash
Since we are using an old GCC we need to add a new requirement for rousette 'date'
this is included in GCC 14+.
